# E2407

> Google PubSub target — Dataset reports no finalized head

The dataset never reports a finalized watermark, so the target cannot keep a rollback manifest —
and nothing it publishes could be compensated if the chain forked.

**Fix** — read the finalized stream, or set `assumeNoForks: true` to assert that this dataset
cannot fork. The absence of a watermark is not evidence that forks cannot happen, which is why the
assertion has to be explicit.
