> Google PubSub target — Block has no hash

A fork-capable dataset delivered a block without a hash, and the route relies on generated ids.
Bare block numbers repeat after a fork, so the generated id would alias an orphaned row with a
canonical one.

**Fix** — supply a string `_id` in `MessageDraft.data`, set `MessageDraft.id`, or include block
hashes in the source data.
