> Google PubSub target — State file belongs to another producer

The state file records a different cursor key than the one this pipe binds. Only the cursor row
is keyed — the outbox, the manifest and the sequence counters are producer-wide — so adopting
another producer's file would report a clean warm start while publishing its pending operations
under this pipe's identity.

**Fix** — one state file per producer. Give this pipe its own `state.path`, or pin
`settings.id` to the key the file was written under if this pipe really is that producer
renamed.
