> Google PubSub target — Change sequence exhausted

The producer-wide BigQuery CDC sequence reached the largest integer the state can increment without
precision loss, or a sequence outside that supported range reached the encoder. Reusing a sequence
would make later changes look stale to BigQuery.

**Fix** — start a new feed with fresh state and a fresh namespace, then re-bootstrap its destination.
